An Emergency Services District (ESD) is a special tax overlay district created by voters to provide fire protection and emergency medical services (EMS) in areas not covered by a city. ESDs are usually formed in unincorporated areas or areas outside city limits and fall under Texas Health and Safety Code, Chapter 775.
